Discover valid escalation categories
Get the escalation categories currently valid for an AWB. Which categories are offered depends on the order's type (forward vs. reverse) and current status — don't hardcode a static category list, query this first.

Raise an escalation
Raise an operational escalation against a specific AWB. issue_category must be one of the values returned by the discovery call (GET /v1/clients/support/issue/) for that AWB — submitting a category that isn't currently valid for the order's status returns a 400.
